We have established NAOO CWOO (Collaboration With Other Organizations) to clarify guidelines and protocol to provide timely and appropriate insights regarding future collaboration with various organizations to achieve core mission of NAOO. CWOO policy and procedure shall be as follows:

Policy:
Following provisions/criteria shall be employed in deciding potential collaborators or in working with other organizations:

1. The collaborating organization (s) must be charity organization. This applies only to collaborate for the implementation of programs in Nepal. NAOO may still collaborate with any agency (ies) or organizations for charity events or other programs to benefit the organization and its community members in Northeast Ohio so long as it does not contradict with existing bylaws and if the organization (potential collaborator) meet the criteria set forth by CWOO policy.

2. The organization (s) should be free of political agendas.

3. The organization (s) should have bonafied verifiable past record of program implementation.

4. The organization (s) agree (s) to sign the memoranda of understanding (MOU) developed by NAOO executive committee in advance. There is no exception to this criteria.

5. The organization (s) accede (s) to provide post-program implementation report that is verifiable.

6. The organization (s) must have low threshold overhead cost for the administration of the program. This is important because NAOO and its members seek to spend every dollar in a meaningful way. (i.e. target group gets the most benefit/ low operation cost).

Procedure:
The procedure written herein is to document the steps that NAOO executive body should follow through in regards to planning and execution of collaborative efforts. This is not intended to be comprehensive in nature nor shall this cover all aspects of operational detail.

1. Identify a few possible collaborators (needs background information of organization, their previous verifiable work and their organizational mission to list a few)

2. Discuss to finalize collaborator (s) via NAOO EXE meeting deliberation based on several criteria mentioned above.

3. Follow same aforementioned steps if any organization (s) approach (s) to NAOO.

4. Finalize the organization (s) that NAOO wants to collaborate on certain program or event

5. Commence communicating with finalized organization via official email or using official letterhead.

6. Set up a physical or remote meeting with a representative of collaborating organization and discuss on various issues/agendas, and future roadmap.

7. Know organization perspective and identify how sought goal will be met or how NAOO (or target group) gets benefited or secure mutual benefit via proposed collaboration.

8. Prepare memoranda of understanding (MOU) between collaborating organization and NAOO after vigorous discussion and deliberation within NAOO executive committee and, through sustained communication with collaborating organization via proper channel.

9. Have MOU signed by the representative of both parties. Usually, president or VP can sign off, but NAOO can also appoint program officer from executive member to directly oversight all these process and the prosed program.

10. Ensure that there is no conflict between MOU and NAOO’s bylaws.

11. Launch the program.

12. Conduct post-event evaluation (i.e. outcome and impact evaluation) to know the success of the program or to identify difficulties that could potentially be address in the similar future programs.

13. Keep all communication secure.

14. Write a report and disseminate to various stakeholders (i.e. community members/ donors).
